Kevin Barnhardt is a native of Berks County. He now lives in South Heidelberg Township with his wife Pam. They have a son and two grandsons.
Prior to his service as Commissioner, Kevin spent thirty years in private industry in sales, marketing, merchandising, purchasing and management, primarily in the wholesale food industry.
He began his thirty-six year career in government serving as a councilman and Mayor of West Reading Borough from 1982-2007. He was instrumental in the formation of the West Reading Main Street and Elm Street programs, as well as, the West Reading Farmer’s Market.
He is a life member of the Keystone Fire Company of Reading and the West Reading Fire Company.
He is an active Freemason and is Past Master of Saint John’s Lodge No. 435, West Reading. Presently he serves as the Commander in Chief of Reading Consistory of the Valley of Reading and a trustee and past Thrice Potent Master of The Reading Lodge of Perfection.
For the past ten years, he has served as Vice-Chair of the Board of Commissioners and Chair of the Prison Board. He serves as Chair of the Election Board and serves on the Salary and Retirement Boards. He also serves on the Board of Mental Health/Developmental Disabilities, Criminal Justice Advisory Board Steering Committee Chair, and the County Blighted Property Review Committee.
He is on the board of Directors of the County Commissioners’ Association of Pennsylvania (CCAP) as chair of the Comprehensive Behavior Health Task Force and formally served as chair of the Courts and Corrections Committee.
On the local level, he serves the community as Chair of the BARTA/SCTA Transit Authority, a member of the Center for Excellence in Local Government, Berks Arts Council, Reading Public Museum, Berks County Chiefs of Police Association, Berks County Opioid Coalition Co-Chair, ReadingBridges.net Co-Chair and Chair of Mount Penn Preserve Executive Committee.
